Life Achievement Awards Presented

AITP has awarded its Life Achievement Award to Region 1 President Norbert J. Kubilus and Vice President-Operations Charles ("Chuck") Brown. Beth Pirrie, AITP Executive Vice President and 2010 President-Elect, presented the Awards during the Region 1 Conference on June 27th in San Diego. As Beth noted in her presentation, "Norbert and Chuck are being recognized for the contributions they have made over three decades to the success of the Association, efforts on behalf of fellow members and development of their professional status."
Norbert J. Kubilus, CCP MBCS
Norbert is a career technology executive and a national technology leadership consultant. His experience as a senior executive includes: Senior Vice President & CIO for Sunterra Corporation; Vice President, Worldwide Operations & CIO for The Leading Hotels of the World and Prima Hotels; President & COO of DataLEAD Communications; Vice President & CIO for BCM Inc.; Vice President & CIO for Educational Testing Service; and Vice President & COO of the Network Services Division of National Data Corporation. Norbert's consulting experience includes private practice as well as having been a Technology Leadership Partner with Tatum LLC, Director of Consulting Operations for Stellcom Inc., and Vice President & CTO for Optimal Solutions.
A graduate of Seton Hall University and Rensselaer Polytechnic Institute, Norbert is a Certified Computing Professional, having earned his CDP in 1979 and CSP in 1984. He is author of over 60 publications on technology issues affecting business and a frequent conference speaker. Norbert has served on editorial advisory boards for CIO Decisions, Software Magazine, Reston Publishing Company, and Education for Management. He was also a Faculty Fellow and Computer Science Professor at The College of New Jersey, where he taught software engineering and project management. Computerworld named Norbert a Premier 100 Technology Leader in 2007.
Norbert joined DPMA in the Lakeland Chapter in 1979. He is a Past President of the San Diego Chapter and a Chapter Director, and he chairs AITP's Legislative & Regulatory Affairs Committee. Norbert became Region 1 President in June 2008 and an Association Director for the Western District in May 2009.
Charles L. Brown, MPA CCP
Chuck is an enterprise application architect and IT manager. He began his career as a programmer, working his way through San Diego State College (now University). After graduation, he worked for the County of San Diego, pioneering development of on-line, real-time Criminal Justice applications. He ultimately managed all law and justice applications. His experience also includes Manager of IT at SDG&E, Director of IT at Community Care Network, Principal at Applied Information Management Consulting, and Project Manager with Sierra Systems, Inc. Chuck is currently Manager for Integrated Justice Applications, representing the San Diego County Sheriff's Department in regional, state and federal data sharing initiatives. These projects revolve around on-line data access, integration and security. Chuck's applications development and management experience spans the private, public, and academic sectors, including pharmaceuticals, managed care, public health public utilities, and local government.
With bachelors and masters degrees from San Diego State University, Chuck has been a Certified Computing Professional since 1982. He has been a speaker, panelist, and organizer for local, regional and national conferences. Chuck published Comparative Operating Systems, a text and lab manual for Coleman College, when he was its Computer Information Science Department Chair.
Chuck joined DPMA in 1980 and is currently a member of the San Diego Chapter Board of Directors, where he has held every position on the Board. He is Vice-president?Operations for AITP Region 1. Chuck has been Region Secretary and Director, and he has also served on Association committees for membership, chapter operations, and the Research and Strategies Advisory Group.
