Former Legislative Affairs Committee Chair

I never met Charlie in person, but we enjoyed a great electronic relationship, even when we disagreed on an issue. He was always willing to debate an issue on its merits, leaving personalities out. His death on September 7, 2005 is a great loss to AITP and the Committee that was so near to his heart. He will be sorely missed.

Charlie created this forum within AITP to help members become more involved in legislative issues related to their profession. Our Committee advises AITP members and the Association Board of Directors on legislative and regulatory initiatives in the US Congress, the Canadian Parliament, various European bodies, and the 50 state capitols. Charlie also set up a Yahoo! Group that we use to conduct on-line discussions of legislative and regulatory topics, conduct Committee polls, and otherwise facilitate the work of the Committee. Individual Committee members, following Charlie's example, provide testimony before legislative bodies and government agencies on technology-related issues.

Committee member Mark Kleine from the Oklahoma City Chapter notes "After my first contact with Charlie I was convinced I needed to be more active in my political community." Likewise, Toronto-based Committee member Karen López remembers "He inspired me to become more involved in legislative issues, here, and in my practice."

Charlie also recognized that we could leverage AITP's position on legislation and regulatory activities by forging alliances with other organizations with common interests the legislative/regulatory arena. Through his efforts, the Committee has teamed with organizations such as Americans for Fair Electronic Commerce Transactions (AFFECT), Electronic Privacy Information Center (EPIC), SIM, and ACM. This teaming has resulted, among other things, in defeating the Uniform Computer Information Transactions Act (UCITA). AFFECT's Carol Ashworth remembers Charlie's work in this effort. "He was unfailingly generous in giving his time and always in good spirits. His favorite quotation certainly suited him and one worth remembering."
